Attribute visibility is for individual Products not whole shop

That when you change the visibility of an Attribute that this only applies to the individual Product and not site wide.

For example: Customer has MPN attribute on all the products and only wants it to actually display on the Product Page for certain products.

Yes, this should go down to product variation level so that custom attributes can be made invisible for some variations only.
