Enable Clients to sign up for Out of Stock Alerts

We currently have a email notification feature for Back in stock alerts. In contrast it would be great to have a feature to email customers when a product is out of stock.
We are planning to offer DropShip products. Our Clients can list our products on their selling platform until the item is out of stock. Thus we need to find an automated communication alert as to when their listed item is no longer available.
In the long run this will help us expand our access on a Global scale via DropShip option for our Wholesale Clients.
