Improve the Product Urgency to auto add new items in set categories

Currently, if you set up a free delivery campaign for selected items, there is no way to automatically include all items in a given category. So as you add new items they won't show the tactic that was previously set up - it would be simpler if you could select this to automatically show depending on category.
