Payment Gateway Test Functionality

The ability to test a payment gateway before allowing ordering through your website. Some users don't feel assured that the payment gateways are working correctly without a true test. Some customers are buying their own products to test this functionality.
Like numerous other companies, can we do a check that takes 1p out of the users account to confirm the payment then refund it back?
