Show what is in the scope of planned suggestions to customers prior to development

Surely it would make sense that when something is planned on the suggestions board customers get to see what is in the scope for that planned suggestion. Otherwise we end up with, for example, the Trade Discounts feature which was unusable for most. With something like Trello customers can give feedback on what is within that scope and what the most useful things of that planned development should be. It doesn't have to be Trello it can be anything, the key thing is that we get to see what is actually going to be produced in that development before it is done.
