Add a field in Delivery Methods for a percentage Fuel surcharge

We use UPS and ship all over the world. Every week the percentage fuel surcharge is reviewed and the extra charge is added to every shipment. It is called Fuel Surcharge. It is calculated on the price of aviation fuel. All couriers companies charge it. At present it is 25.75% of the shipping total. There is nowhere to add this charge at the moment. Given the high price of fuel at present this is an urgently needed addition.
