EU27 country field should trigger customer to enter their VAT # before paying

The tiny blue link below a customers store name is easy to miss, particularly for EU27 members ordering from the UK in their second language. If the delivery/ billing country is an EU27 member state, then a pop up should remind them to either (a) enter their VAT number BEFORE paying for the order, or (b) confirm they are not VAT registered. We are getting too many customers paying in euro a VAT inclusive order value because they are totally NOT SEEING the little blue link to their VAT details.
