Wish list Enhancement - Send a one time offer similar to Ebay

eBay have recently rolled out a new feature which allows sellers to pitch a one off “offer” to users who have chosen to watch an item. This has proven to be very successful for us even at this early stage of trialling the feature.

On EKM, there has been a wish list feature added recently that allows users to add items to a personal list on their account.

Would it be feasible to allow sellers to send users who have items that have been sat on a wish list for say, a month or more, to send those users a one time offer in a similar vein to the new eBay feature?

Is sending a one off message relating to this going to be in conflict to any data protection, would they need to tick a box to consent to receiving offers etc? Are there any other complications that could arise as a result of this?
