International Customers Aware Of Additional Taxes and Duties

I need to add a tick box in the checkout for INTERNATIOANAL customers only to have to tick. I am getting annoyed customers not aware there are Taxes and Duties to pay, when ordering from the UK. I recently purchased some items from Germany, and the website recognised I was a UK customer, and made me tick a box so I was aware of any taxes. EKM does not support the ability to detect non-UK customers. Is this something that could be added please?
