Notify customers of offer missing out on

Ability (perhaps in the product urgency feature) to notify customers that they are missing out on an offer. For example if they have bought one card and there is a special offer available if they buy 3. Can you put a notification when they've added to their basket to highlight the offer - if you buy another 2 cards you can save £x.
