Free delivery threshold based on VAT inclusive basket total

Retailers supplying goods are unable to set a free delivery threshold for chosen delivery options based on the VAT-inclusive value of customers' baskets. Currently, retailers must set free delivery thresholds based on the goods nett of tax figure. This creates confusion and uncertainty for shoppers, especially when purchasing from B2C retailers supplying products with multiple VAT rates. B2C retailers are unable to display ex-VAT pricing, as this creates confusion in its own right, and so customers' basket totals may exceed the free delivery threshold including VAT, but nonetheless, do not qualify for free delivery because the goods nett total falls below the threshold.

The solution is to be able to set free delivery thresholds based on goods gross total for chosen delivery methods.
