Cart Upsell Products Order

When adding products manually to the cart upsell could they be made draggable to resort the order?
Currently they are displayed in alphabetical order. This means for the majority of users who now view on their mobile phones they only see the first alphabetically listed item, unless they bother to click on the arrow to see other items, and don't see the item I'm most interested in upselling as it is further down the alphabetical list. With the current setup I have limited it to one item only to ensure it is always seen in mobile views.
